Speaking of the conditions brought about by Israel's "policy of starvation" during its attack on the Gaza Strip, Dr. Hussam Abu Safiya, director of Kamal Adwan Hospital, states: "We have lost a considerable number of children in the past few days due to malnutrition." Because the moms were malnourished, the majority of babies were underweight and showed indicators of frailty and paleness. Due to the rise of infection and hunger, we now see 1000–1500 patients per day as opposed to 500–600 patients in the past. Every patient who walks into the hospital is noticeably weak, pale, exhausted, and malnourished. There are many critical cases due to gastrointestinal infections, the complications of which include advanced dehydration. Cases that normally require treatment for two to five days now require 10-15 days due to the lack of food and medicine to boost patients' immunity and help them recover. The medical staff working around the clock cannot even provide a single meal for themselves."

The occupation's goal in using the policy of starvation is the forced displacement of civilians in Gaza. Anyone who refuses to migrate, whether from northern Gaza or elsewhere, is basically exposed to being killed at any moment and by any means, including death by starvation. Israel deliberately targeted civilian police elements responsible for securing aid convoys, thereby removing them from the scene and leaving chaos prevalent when aid entered, undermining the distribution process.
